Mainly, how do access it? As far as I can tell, only the Outer Gods grant access to it. Or in PFS can you use any subdomain as long as yoyur god grants the main one?

In Pathfinder, having access to a Domain doesn't automatically grant you access to all of its Subdomains.

You have to look at what each god offers.

Some domains are not achievable in PFS.

Which gods would let you choose Dark Tapestry as the second domain if you chose the Separatist Cleric archetype?
