Are grenades meant meant to act entirely like splash weapons but for the radius? 5d6 nonlethal to the target of a soft grenade on a successful hit, then 5 splash nonlethal to everyone in a 20' radius?
Or are they only meant to act as splash weapons for the purposes of throwing - 5d6 nonlethal to everyone within 20' of a soft grenade?

The soft grenade is thrown like a splash weapon on an intersection or creature but you choose which intersection it's closest to. And don't forget the grenade explodes at the beginning of your next turn, not immediately.
And they explode with a Ref save, just like a Fireball, so yes, it's 5d6 to everyone 20' away from the intersection.

You throw it at a grid intersection just like a splash weapon. Unlike normal splash weapons, I don't think you aim them at creatures, because it'd just bounce off and scatter.
Then you wait until next round.
Then it detonates and deals damage to everyone in the area.

Basically, it is "thrown as a splash weapon", that doesn't mean it's actually a splash weapon. It's just that the rules for throwing stuff were originally written for splash weapons, and now every other item copies those throwing mechanics.
