So the Elan race is a created race right? So you then were what ever you were before being turned to one. Doesn't that make a Elan technically a racial template? So do you retain all you original racial traits when you are transformed to an Elan. Also if you had classes locked with your previous race do they follow through when you get turned into an Elan?

1) This isn't really the appropriate section because this is not a Paizo rules question, as Elan are a race from Dreamscarred Press' Psionics Unleashed. I believe that 3rd party producer's have their own section on the board to answer questions like this.
2) That being said however. No. Not even a little bit. The race has it's own racial trait, I can't imagine they intended for you to double dip and it is not a template. Also, they are made "with but wisps and fragments of memories of their previous lives." So no, they don't retain anything of their previous existence.

Imagine it like a full wipe and reinstall of the operating system on a harddrive. It's still the same harddrive, only nothing (or just fragments) of the previous OS remains, and the new OS doesn't look or work the same as the old OS did in any way.
Same harddrive, different info and ways of operating.
So, generally no racial traits, very few memories, no class levels remain after the transformation.

Although the terms aren't necessarily what I'd prefer to use... this is the best way I can explain it:
Don't let the fluff confuse the crunch.
They're a race - if they were a template, it would say it was a template. Templates are formatted drastically differently than races.
And if it was just a template, all elans wouldn't look human ;) The body is rebuilt, the mind is rebuilt, and the new being infused with psionic power.
