Core Rules wrote: "Unarmed strikes count as light weapons (for purposes of two-weapon attack penalties and so on)."
That applies to anyone's unarmed strikes.
Core Rules wrote: "A monk's unarmed strike is treated as both a manufactured weapon and a natural weapon for the purpose of spells and effects that enhance or improve either manufactured weapons or natural weapons."
This applies only to MONKS (unless I'm misunderstanding your question, always a possibility)

That would work. It would be a perfect spell to catch a fleeing enemy.
