gaze of flames shaman / oracle abiity

does the first part of gaze of flames work all the time and the 7th level ability only usable a number of rds per day ? It seems to me that is how it reads but am unsure and a player plans to use it in a game i am running

Yes you can use the first part as often as you want the same as the wave oracle. This is contrasted by the stone oracle ability where it is specific to the use per day for a similar ability.
