So, let's say four skalds are working together. Each of them has the Raging Song ability.
1) If they all choose to activate the ability with the same song, say Inspired Rage, do the bonuses stack for each of the listening allies?
2) If they choose different abilities (e.g one of them chooses inspired rage, another chooses song of strength), can allies benefit from both?
Bonus question:
3) Can a barbarian who's raging gain the benefits of Raging Song? My instinct says yes but I'm not sure.

If the bonuses are morale bonuses, then no even if they are the different abilities granting the same or different numerical bonuses. Only the highest one applies.
such as, bard1 grants a +4str as a morale bonus, while bard2 grants a +2str as a morale bonus using a different power/spell/spell like ability. Only the +4 applies.
Use this chart for further reference:
I was just looking up stacking of prefane and sacred bonuses from an evil and a good cleric. those stack, morale bonuses do not.
(I Wish they did however...)

But... the skald's morale bonuses to Str and Con will stack with the bard's competence bonus to attack and damage from inspire courage (different bonuses to different stats).
It will also stack with good hope's morale bonuses to attacks and damage, and in fact with good hope's morale bonuses to skills (including Str-based skills) and Str ability checks. That's because they're the same bonus type (morale), but to different stats.

If four skalds use the same song then the effects will overlap and not stack. If tey sing 4 different stacks, the effects will probably stack but you would need to check what the actual effects are (what the bonus is applied to and what the bonus type is).
Bonus: Bonuses are numerical values that are added to checks and statistical scores. Most bonuses have a type, and as a general rule, bonuses of the same type are not cumulative (do not “stack”)—only the greater bonus granted applies.
The few exceptions of the same bonus types stacking that I can think of are dodge bonuses and circumstance bonuses.

1) If they all choose to activate the ability with the same song, say Inspired Rage, do the bonuses stack for each of the listening allies?
Most likely no. Unless the bonus types happen to allow for stacking.2) If they choose different abilities (e.g one of them chooses inspired rage, another chooses song of strength), can allies benefit from both?
Most likely yes, unless the provide the same bonus type to the same abilities/stats.Bonus question:
3) Can a barbarian who's raging gain the benefits of Raging Song? My instinct says yes but I'm not sure.
Yes, but Raging Song is equivalent to the Bard's Bardic Performance general ability and doesn't by itself do anything. However, a subset of songs provided by Raging Song may or may not have an effect on a Raging Barbarian. For instance, Inspired Rage provides benefits to the exact same abilities (Str/Con/Will Saves) as the exact same types as the Barbarian's Rage ability. The Barbarian wont benefit from this because these will not stack.

For completeness' sake: Circumstantial bonuses (from different circumstances), Dodge bonuses, Racial bonuses, and untyped bonuses all stack with themselves as well as with other bonuses. All other named bonuses do not stack with themselves, even if they are from different sources.
