Abjuration is the magic of wards and prevention. I can think of quite a few villain ideas for this.
The abjurer who wants to defend his nation, no matter what, so he develops increasingly ridiculous magical defenses and wards.
The scold: He keeps showing up to prevent other people from doing things he finds distasteful.
The interrogator: You and I are here. Your friends won't find you, and well, I know there are magical methods of discovering things but I prefer a more hands on approach. Don't worry, when we don't need to..interact, I'll just sequester you somewhere..its like falling asleep.

The abjurer could be the one putting the defenses for a city or nation and then putting them down when people comes to attack, in order to bribe a city for more money.
A group of evil abjurers could be a magical police in a nation, teleporting and neutralizing spellcasters and various threats to their cities.
Don't forget thassilonian magic/sin magic with Abjuration as well. Evil Abjurers with the sin of Envy, focuses on suppressing other people, they could be excellent evil policemen/military.
