Time Stop and Dispel Magic

Rules Questions

From Time Stop: While the time stop is in effect, other creatures are invulnerable to your attacks and spells; you cannot target such creatures with any attack or spell.

Are their active spell immune to spells? Could you dispel during a time stop?

you can dispel as long as you target the spell.
from Dispel Magic
You can also use a targeted dispel to specifically end one spell affecting the target or one spell affecting an area (such as a wall of fire). You must name the specific spell effect to be targeted in this way. If your caster level check is equal to or higher than the DC of that spell, it ends. No other spells or effects on the target are dispelled if your check is not high enough to end the targeted effect.

This isn't targeting a creature so I think it's good.

Target or Area: one spellcaster, creature, or object

You cannot use Dispel Magic during time stop. In the same way that Invisibility treats anything that targets an enemy creature as an "attack" I would say that during the effects of Time Stop you cannot target any creature with any spells, including in area effects that include the creatures.

Edit: Rynjin is right. You can use it, but not on any creature. I was too focused on people.

You could use it to dispel non-instaneous magical effects such as illusions or pit spells.

You can Dispel an ongoing effect (such as a Pit spell).

You cannot Dispel any spell currently affecting a creature, or any of its held objects (since IIRC attended objects count as part of the creature for targeting purposes)
