So I have this idea in mind for a character. A tricky, cheap bastard of a rogue focusing on dirty tricks as a way to improve general combat ability and adding in a secondary support role. I'm okay with dipping a few levels but I don't want to just make a cad fighter. Unfortunately I can't figure out how to get around the low bab to make it scale. This is not pfs, assuming a 20 point buy, how do I make it work?

Simple answer: You don't. Play a Lore Warden and flavor him as a tricky, cheap bastard of a rogue.
Overly optimistic answer: Skulking Slayer archetype. You have to be a Half-Orc but that isn't exactly a bad thing.
Self-indulgent answer: Use my Rogue fix.

You're not playing PFS, but are third party books a possibility? If so, try the Talented Rogue and Talented Monk, using the combination options at the end of the Monk book. You'll have access to the maneuver feats without needing the prerequisites and you can take Flurry of Maneuvers so you can do dirty tricks as part of a full attack. It's some very nice stuff.
If that's not an option, Slayer might be your best bet to be an effective combat rogue. The Advanced Class Guide is almost here....

Be a Sczarni Swindler from the Harrow Handbook, they get this gem:
Let Fate Decide (Ex): At 1st level, the Sczarni swindler can declare two different actions that rely on different types of rolls or checks, such as attacking a creature (an attack roll) or sneaking past the same creature (a Stealth check). As a standard action, the swindler then uses a random method to choose one of the declared activities, such as flipping a coin, rolling a die, or drawing a harrow card. The specific method doesn’t matter as long as there is an equal chance of either activity being chosen. If the swindler then performs the chosen activity within the next round, she gains a luck bonus on the roll type required for that activity—attack rolls with a specific weapon, a specific skill check, a specific ability check, or a specific saving throw—equal to half her rogue level (minimum +1) for 1 minute. If the swindler performs any other action (whether declared or not) in the round after using this ability, she becomes shaken for 1 minute instead. The swindler can use this ability a number of times per day equal to 3 + her Charisma modifier. This ability replaces trapfinding.
Choose between attacking with a weapon or performing a dirty trick.
