Correct. The current state of Irrisen is the way it's presented in Inner Sea World Guide. Until you run Reign of Winter or do some other significant campaign in the area of your own design, that won't change... and when it DOES change, it changes in ways that depend on how your game played out.
Beyond what we've said about these possibilities int he last Reign of Winter in the Continuing the Campaing article there, we don't really have much more to offer in the "official" category.

Baba Yaga has a set timeframe for when she appears (the "every 100 years" deal). So if the situation doesn't change until RoW happens, what if RoW doesn't happen for a group until it's several in-game years past Baba Yaga's expiration date, so to speak? It also influences the dating match with Earth in Part 5, given Rasputin, Anastasia, and so on.
The other APs can all more or less be run "whenever" in the timeline (with maybe the exception of the RotRL --> CoCT --> S* sequence), but RoW seems to explicitly depend on a specific timeframe.

True. RoW pretty much must occur in 4713. But because it's the only such AP the others can occur before or after it as you wish. For example there's no reason Mummy's Mask or Wrath of the Righteous can't occur in 4711 (or whatever). Which makes the fact that RoW's timeline is set pretty much irrelevant.
