the goal is to be a good damage duer while focusing on maneuvers.
1: the monk. full maneuver bab. free feats. flruuy for many attacks.
BUT: no special bonuses...
2: lore warden. single class. for obvious stuff.
3: lore warden & 1 dip maneuver mastrer monk
barbarian with 2 oracle fro enlarge person and str surge every round.

Nobody outdoes the Underfoot Adept at tripping because nobody else can trip Huge or larger enemies without Enlarge Person. Similarly, the Tetori wins at grappling because nobody else can beat Freedom of Movement.
For other maneuvers, the Lore Warden wins out until the Barbarian can rage cycle Strength Surge.

Well, because you're saying you not only want to be good at maneuvers, but also good at dealing damage...and without you specifying a particular maneuver to be good at, I would suggest barbarian with strength surge.
Is there a particular maneuver you're going to focus on? Because that might shape the selection more. And really, you do have to choose as you'll need the feats to use it without taking AoO.
For grappling the tetori monk is the go to.
Arachnofiend mentions a good point with tripping.

you might find success with a tetori monk that multiclasses into battle oracle to pick up maneuver Mastery. not saying its optimal, but it might indeed be a fun class. i picture a clouded vision monk running around tripping or dirty-tricking every caster he can find.
grapple/pin/tie up are a great series for removing people from combat without ever doing damage, if you want to look into that.
