I am thinking of running a kingdom building game likely one these forums. I'm thinking of there being a desert between two kingdoms full of blue dragons. One of the Kingdoms want's a trade route though the desert.
Thinking of starting on level 5 just because I prefer higher level games.
I am working under the assumption that created water that is drunk does not disappear even after being Peed out so if you have a bunch of people all drinking as much created water as they can stand then you will get an oasis. (That you will likely want to purify).
Can anyone give some ideas or comments to help me with this idea?

Wait, two kingdoms full of blue dragons separated by a desert? I'm not sure that's the best way to go about it, but that's just me.
In any case, you would need a LOT of people drinking created water constantly and peeing endlessly with a ridiculous number of casters purifying it to even have an oasis last more than a couple hours. If you want an idea, fill up a gallon jug with water then pour it in some sand on a hot day. I don't think a human can fill a gallon jug of water with urine in a day.

Purify Food and Drink is a 0th level spell so can spammed. Also animals can drink the water as well. Also you shouldn't just pee on the sand set up a basion or well. Or you could give the water to crops and build up the environment.

Create Water is cool and all but really what you need to form a permanent oasis is a Decanter of Endless Water or a gate to the plane of water of some type. Messing around with a planets ecosystem more than creating a few oases should probably attract the attention of high level NPCs, monsters and even deities.

That's what PC's are for! If it was easy someone else would have done it by now.
But you said the desert is FULL of blue dragons. Just trying to get a feel for where you're going with this. Unless you have 50 PCs they can't be everywhere at once. A dozen blue dragons could be coordinating their efforts to be everywhere the PCs aren't at any given time. I suppose a plot hook could be for the party to be hunting the dragon that has made itself the leader and is coordinating everything. Maybe they could figure out a way to get some bronze (copper, brass? I can never remember which are opposed to blues) dragons in there to help out. Never mind whether or not it's easy, the question would be is it even possible. If blue dragons want a desert, by the gods there's going to be a desert.

Then just go with "the desert is FULL of dragons" as the commoner's point of view. Maybe there are only 3 or 4, maybe as many as 5. Then it's just a monster hunt for the PCs to track them down and off them. Blue dragons are lawful so if there are as many as 5 living within a 100 mile area, for example, they're all going to have a pretty good idea of whose in charge and maybe even some level of command structure. Especially if there are kobolds around. I'd say it's mostly going to depend on how powerful you want the PCs to be, that's going to determine how many dragons and how old they are. If you're looking for more plot hooks on top of that, you could throw in some older dragons in another area not taking kindly to the party cleaning out the desert and making it (semi-)fertile again.

That sounds good. I was planing or starting level 5.
Hmm level 5 is kind of low as far as dragons are concered young is CR 9. I'm thinking of making it so that something about the sand in this dessert causes blue dragons to become more fertile and water disrupts it. So most of the dragons in the area tend to be visting for a honey-moon.
