Is it possible to be a human bard, and have the catfolk FCB?
Is there a way to be one race but use a FCB from a different race?
Half orc, and half elf I believe have full access to the favored class bonuses of either of their parentage's. Outside of that, no I don't believe there is any way to access another race's favored class bonus.
Nor should their be honestly, it's part of what makes races unique and forces you to choose between certain options rather than being able to super-optimize and take the best of everything without restriction.
