Humans and undead do occur at all levels, so they're always solid choices. For your second favored enemy though, I'd suggest evil outsiders; not only do they show up a lot at mid-high levels, but they tend to be tough. Constructs would also be a decent choice, since they are usually immune or resistant to spells, leaving nothing to do but damage them as quickly as possible.
Definitely do NOT pick giant; I think I've seen exactly 1 in my entire PFS career.

From what I understand for this year, probably Outsider(Evil), Undead, and Human are your major ones.
I agree with williamoak that probably human is probably your best at low level. I'm given to understand that this year's scenarios focus on the Worldwound and Demons making evil outsiders a good choice as well.

For Rangers no matter what you are playing Human should ALWAYS be your first favored enemy. You'll get the most bang for your buck there and don't forget the FE bonus also applies to skill checks and social encounters making it a nice solid boost.
Season 5 is a lot about demons/outsiders so makes a good your second choice.
Season 6 however is going to be Undead. The main thrust of PFS scenarios tend to track to the AP being released that year and the next AP is Osirion so mummies and other undead are going to be really common then.

Actually, aren't they related to the AP that debuts at GenCon? So, wouldn't Year 6 be "Year of the Silver Mount," or something like that?
