Okay well the plan is that I'm going to be a Kobold rouge and I need a really good build that will take it's sneak attacks into full effect.
Our character will start with 12 in every stat (before stat alteration), you trade 1 for 1, no higher than 18, and no lower than 8
Kobolds stat change is +2dex -4str -2Con
Anything will help thank you!

in seriousness, it's going to be hard to make a good rogue with this build.
Stats:
str: 14 (10 after racial)
con: 12 (10 after racial)
dex: 16 (14 after racial)
int: 8
wis: 12
char: 10
Get weapon finesses asap, and the agile trait as quick as possible. That's what I got, but I'm not sure it'll be that effective.

it doesn't sound like he gets points. It's a literal stats start at 12, and you can 1 for 1 trade.

Yea yea I know now I messed up lol, but anyways since I'm coming into the campaign late the are having me start as lvl 2 so I should take Finesse Rouge as my rouge talent? Or do I take it as my first feat?

I'd take weapon finesse as your rogue talent if you're starting at level 2. I don't know if you like to have min/max characters buy you could post a build that looks like this (all after racial)

The problem (as I see it) is that the -4 strength is really dragging your ability to do damage with a weapon, so you almost require a dex player. The rogue doesn't get any inherent bonuses to hit though, so you'll need to focus on that.
You could go for a twf build with light weapons, and hope to get alot of sneak attacks in, but be warned that they'll be many fights where you spend the whole combat trying to get into position, or unable the person will be immune to sneak damage, which will hurt your character.

Some tips:
Kobolds can start with two natural weapons by choosing the Dragonmaw racial trait and the Tail Terror feat. This will let you start with multiple attacks without the penalties of TWF.
You cannot start with tail terror as a rogue though. You either need to wait until 3rd lvl, or you need to take a lvl dip in a class with full BAB. I recommend to dip two lvls in a Guide Ranger with the natural weapons combat style and choose aspect of the beast as your first lvl feat. This way, at 3rd lvl as a Ranger 2 / Rogue 1 you will have 4 attacks (claw/claw/bite/tail) at a full-attack, all potentially adding sneak attack damage! Actually this is a great start even if you do not intend to take tail terror at 1st lvl, as you will want to take weapon finesse asap.
Then continue with the racial feats Dragonic Aspect (black or green), Dragonic Breath and the Noxious Bite feat, which will let you add a save or lose option on every bite attack you do in order to make the enmy nauseated. Couple them with the racial feat Merciless Precision.
Minor magic for arcane strike.
A sample build could be like this:

People have been dogging on the Rouge word for years.
Maybe someone should play the word to the hilt.
"Khmer the Rouge," master of disguise, AND Master Thespian.
Of course unless your dm works overtime a non-combat oriented character just isn't viable, unless they bring lots of other utility. And a guy like this would only be good at social and sneaking stuff.
