Why does a cleric need the Command Undead spell?
You can choose command undead as a feat. And if you specialize in necromancy, there's
this archetype which may interest you.

This might not be what you want, but I've found a way to get a number of necromancy spells that aren't on your spell list to be on your spell list.
The Agent of the Grave prestige class from Pathfinder #45-Broken Moon has quite a bit of really thematic necromancer powers, one being the ability to add necromancy spells from other lists to add to yours.
The problem? You don't get it until your fifth level in the prestige class, and it requires at 5 ranks in Know (Arcana) and Know (Religion).
This means that while you'll be getting really cool abilities, you won't be able to cast Command Undead for another two levels of this guys' life.

It does feel unjustifiably weird that Clerics can't get Command Undead as a spell.
Sure, they have it via Channel, but what then is the problem with having it via Spell?
There is a different set of optimization for each, and they use different stats, but the option should be available.
I guess Paizo doesn't want Good/Positive Energy Channeling Clerics getting Command Undead, but they could just have Cleric spell whose fixed is tied to whether you Channel Positive/Negative.
(Although that leaves things open to using UMD to Emulate Alignment to use a Scroll, etc... hm...)
Anyways, Agent of the Grave seems solid but slow to get into, another option is to dip 1 level in Undead Bloodline Sorceror,
whose Arcana lets you use Mind-Affecting spells to affect Undead, so all Cleric Enchantment spells now work.
If you go Cross-Blooded Archetype you could also pick up Fey Bloodline Arcana, boosting Compulsion DCs by +2 for synergy there.
Doesn't quite create the long-term minions exactly the same, but it might serve you for your purposes.
For Sorceror, I would just pick up utility spells like Arcane Shield Spell, and other stuff that is still useful with 1 Caster Level.
If you have a 2nd level Arcane SLA, you can instantly go into Mystic Theurge if you want to progress both casting classes.

The command undead spell is inferior to the feat anyway.
The feat is more of a "Dominate Undead" available at 1st level.
You have that backwards... extremely backwards. The feat wakes up every morning wishing it could be the Command Undead spell and then cries itself to sleep every night realizing that PF murdered the ability and that it is limited by HD cap.
