You can use both at the same time, but i don´t think the sneak attack damage dice are rolled twice. Vital strike only counts for the weapon damage dice. If that was the question?
Seconded. Vital Strike only applies to weapon damage, not to sneak attack damage. There's nothing preventing a Sneak Attack from having its weapon damage doubled by Vital Strike though.

You make a single attack that deals significantly more damage than normal.
Prerequisites: Base attack bonus +6.
Benefit: When you use the attack action, you can make one attack at your highest base attack bonus that deals additional damage. Roll the weapon's damage dice for the attack twice and add the results together before adding bonuses from Strength, weapon abilities (such as flaming), precision based damage, and other damage bonuses. These extra weapon damage dice are not multiplied on a critical hit, but are added to the total."
Yes they can be used at the same time but as others have statet the sneek dice, wont benefit from vital strike. Sneek attack is not the weapon's damage dice but Fall in the catagori after.

I'll have a go at saying it differently the same way...
You can use Sneak Attack while Vital Striking, but just as Strength, Enhancements, and other non-base weapon damage don't multiply, neither do the Sneak Attack dice. Greatswords, Falchions to some degree, and Heavy Spiked Shields of Bashing (if you're of the camp that Spiked and Bashing stack) are great ways to deliver that extra bit of damage.
So certainly useful in certain circumstances. Improved Feint (move) and then smack 'em hard for up to 18d6 damage plus Strength, enhancements, and other feats.
In fact if you're willing to give up 1d6 of sneak for a dip into Fighter or Barbarian, you could pick up Shield Master, take Chill Touch as your Major Magic talent, pull Quicken Spell-like Ability out of the Bestiary, and then TWF with shield bash as your main attack and a Touch attack follow up (or versa vice, if so inclined).
