I suggest an oread cleric with the Earth and Desert domains. There's also the Desert Druid archetype, but wild shape loses 2 levels of progression. Shaping Focus can help that.
There are also the Dunewalker and Grit Goggles traits.
How about a Deep Earth sorcerer? The extra spells fit with sandshaping (expeditious excavation in particular) and the extra powers like Tremors can be easily reskinned into having sandblast effects.
