This is really a 'Rules' question.
Truestrike gives you a +20 to hit on your first attack. It does not help you get a critical hit, as those depend on a high natural d20 roll. It does not help you confirm a critical hit. It just helps you land the first hit.
You want to use Truestrike versus a foe you normally have a hard time hitting. As this usually consumes two rounds of action (one round to cast the spell, another round to attack), you had better hit hard enough to make it worthwhile. E.g. Firing your Black Arrow at Smaug's weak point.

The first sentence is correct, while the second is not. The roll to confirm a critical hit uses all the same modifiers of the original attack roll, that includes the +20 from True Strike.

To crit, your D20 has to be in the crit range of your weapon. To confirm you simply need to roll high enough (in total) to hit the monster. Not roll the same crit range on the d20.
i.e.
roll 20+10 agianst something with an AC of 24. You hit and crit.
so you roll to crit, you roll a 16+10. 26vs 24. you still hit, so you confirm your crit.
So it can help you confirm a crit.
