Are you talking about the Dawnflower Dervish or the Dervish Dancer? Because those are two entirely separate archetypes. Dervish Dancer just gets proficiency with Scimitar (and Kukri) but is in no way obligated to use a scimitar, any more than a Half-Orc is obligated to use a Falchion just because he has racial proficiency with it. If you're talking about Dawnflower Dervish, the same principal applies; just because they get Dervish Dancer as a bonus feat at lvl 1 doesn't mean they're obligated to use it. In fact, the general consensus now is that, since the doubled bonuses from Dawnflower's Dervish Dance apply to any and all attacks (not limited to Scimitar), it's better to use either TWF or a heavy Natural Attack build to rack up as many attacks as possible. So Scimitar, in both cases, is merely one of several valid options.

You could allow him to use dervish dance with another weapon if you are the GM, or if prefer, could allow the human feat Martial Versatility to apply to dervish dance so he could dervish dance any heavy blade. Or the agile weapon special ability (+1 equivalent bonus) that lets finessable weapons get dex to damage.
