You should probably take this to, since rules question forum is about what has actually been released. The Bloodrager is still in playtest AFAIK:
Paizo / Messageboards / Paizo Publishing / Pathfinder® / Pathfinder RPG / Advanced Class Guide Playtest / Class Discussion
Also... Your wording makes it unclear what you are asking. Are you asking whether or not the Draconic Bloodrager bloodline would qualify you for the prestige class Dragon Disciple?

I'm not sure I understand your question. And I don't know the bloodrager yet. But if you become a dragon disciple you get the dragon disciple abilities and through that some of the draconic bloodline abilities.
In other words: If the bloodrager qualifies for dragon disciple he can take it and get everything the prestige class tells you.
EDIT: After looking the bloodrager up in the play test document it seems the draconic bloodrager qualifies for dragon disciple after he gets spellcasting (So a multiclass bloodrager with less than 4 levels bloodrager would not qualify).
I still do not really understand the question asked.
You would gain all the abilities listed under dragon disciple and, if the abilities differ, what he gets would depend on the sorcerer bloodline, not the bloodrager bloodline.

The bloodrager (barbarian/sorcerer cross from ACG)gets bloodlines, one of which is the Draconic bloodline, which is nearly identical to the version that normal sorcerers acquire. I was wondering if the bonuses Dragon Disciple give's to a sorcerer's Draconic bloodline would be given to a bloodrager's Draconic bloodline.

The real question is does the Blood of Dragons class feature stack with the Bloodline of the Bloodrager, or does it treat the Bloodrager like it does the Bard and give him a sorc's bloodline.
I'm inclined to think that it stacks, especially since the CRB text existed saying "Sorcerer Bloodline" in Blood of Dragons when only sorcerers had bloodlines. It is, however, ambiguous. At then end of the 1st paragraph of Bloodline, it should have a qualifying statement regarding its equivalency to a sorc bloodline like the last sentence of Bloodrage does vs Rage.

What I only mentioned now is that the bloodrager states being an alternate sorc class. So there could be a problem because a sorc can only become a dragon disciple if he has the draconic sorc bloodline. The bloodrager doesn't have it, he can only have the draconic bloodrager bloodline.
Not sure how to solve that.
