Concur. Possessing the feat Arcane Strike is a prerequisite for the first and third abilities. Using one of those abilities, however, is a completely separate action from using the ability granted by Arcane Strike. The second glove ability is contingent on using the Arcane Strike ability itself, so naturally it must have been activated via the usual method.

A character with Arcane Strike has no damage bonus UNLESS it is activated, however, so it would stand to reason that you need to activate the feat for all of the abilities. While the second point mentions using Arcane Strike for the attack, the other two specify the damage bonus, which does not exist unless active.

This is how I read it, too.
