Can you empower dispel magic?

Short answer: no
Longer answer: the empower feat increases numeric rolls by 50%. For example damage rolls. Dispel magic is a caster check to see if the effect works, it is not the effect itself which is not random but set, ie a spell is canceled or isn't depending on the the caster check.
So no.

Strength of the Land is a race limited Magic trait.

Adopted allows you to take a Race trait.
Since SotL isn't a Race trait, no you may not take it with Adopted.
