Forced Manipulation of Initiative

Greetings Fellow Gamers,

I have a question regarding the modification of initiative, and how a spell like 'unprepared combatant' would work.

Would you be able to cast the spell as a sort of 'forced delay' making your opponent drop a few steps in the initiative order.

Or is it only worth anything if you can somehow cast a spell before initiative is rolled?

Looks to me like it only works if you somehow cast the spell before initiative rolled.


That really seems to make the spell rather underpowered.

Sure the penalty for reflex saves is ... interesting; but being able to force someone to later in the initiative order would be pretty nice too.

It seems like a 'bad guy only' spell. Since most DMs I've played with roll initiative right away. Even for 'surprised' opponents.
