I'm sorry, I don't think I understand the question. When you say "fortress" are you talking about a home base or hideout, or are you asking if there's something that limits low-level PCs from acquiring a full-scale castle or fort?...
Because the only thing that provides such a limitation, really, is lack of funds. Seizing a dungeon (assuming it's not on claimed land) and paying for renovation and staffing is a bit on the spendy side, but if a wealthy NPC is paying the bills for some reason, even a 1st-level group can take up occupancy.
If you aren't aware of it, Ultimate Campaign contains a lot of material that will be helpful to you if your PCs are looking to become homeowners - or, for that matter, rulers.

A pre-made dungeon, you mean?
Harrowstone Prison in book 1 of Carrion Crown goes from 2-4.. The Crypt of the Everflame is a pretty straightforward dungeon crawl as well, and ends the PCs pretty close to level 3. Both are more undead-heavy than your typical dungeon, but if that doesn't matter, they're both very fun.

Ah, you're looking for an adventure site for 1st- to 3rd-level PCs that involves attacking or infiltrating a fortress. Sadly, I don't have many 1st- to 3rd- level PF adventures so I can't make many recommendations. Thistletop is too atypical in design and Harrowstone is half-ruined and its original defenders long gone. I recall browsing through a small fort from Book I of Kingmaker that might do the job. Almost any site's map could be repurposed and re-populated with level-appropriate foes, but I get the impression you want something that's ready to roll.

Oh, there's a paizo module out there that should fulfill your needs. Take a look at Fangwood Keep, it's designed for 4th level parties but is perfectly reasonble for 2nd & 3rd levels to take.
It's quick, fun and inventive. One of my favorite of the module line.

Columbia Games Harn material is absolutely loaded with maps of all sorts of castles (and buildings, cities towns etc). At least 10 of them are available as PDF files through Paizo (under SHOP, By Company => Columbia Games => Cities and Castles). They are just sites so you'd need to populate them and create an adventure around them but they are beautiful, fully designed castles ready for use.
Typically the maps will include not only the castle but the surrounding settlement often including one map (PC's map) showing only building, terrain etc and another which will have a numbered key (the GM's map) indicating what some of the buildings and locations are in the settlement (Inn, Weaponcrafter, Ostler etc.)
