The answer to your question depends on how high the base attack bonus of the 9th level character is. Deadly aim gives -1 to hit and +2 to damage at +1 BAB, -2 to hit and +4 damage at +4 BAB, and -3 to hit +6 damage at +8 BAB.
If the character in question is a full BAB class, it will get -3 hit +6 damage, anything else at that level will get -2 to hit +4 to damage
