Deadly aim at 9th LvL what should the damage plus been and minus to hit be

Should be -3/+6, the same as Power Attack.

Levels 1-3: -1/+2
Levels 4-7: -2/+4
Levels 8-11: -3/+6
Levels 12-15: -4/+8
Levels 16-19: -5/+10
Level 20: -6/+12

That's how I've always read it, anyway.

-3 +6. The feat gives you a very easy to follow guidline for this. At first level it gives -1/+2 and at 4th lBaB and every 4 after (8,12,16,20) the attack goes down by 1 and the damage up by 2.

EDIT: and remember it's based on BaB progression, not level

The answer to your question depends on how high the base attack bonus of the 9th level character is. Deadly aim gives -1 to hit and +2 to damage at +1 BAB, -2 to hit and +4 damage at +4 BAB, and -3 to hit +6 damage at +8 BAB.

If the character in question is a full BAB class, it will get -3 hit +6 damage, anything else at that level will get -2 to hit +4 to damage

Yeah, that was a silly assumption of me.
