I am a 7th level specialist conjuration wizard I want to retrain one of my feats I received at first level to this feat.
New Feat: ACADAMAE GRADUATE
You have passed the grueling Test of Summoning and graduated from the Acadamae.
Prerequisites: Specialist wizard level 1st; cannot have conjuration as a forbidden school.
Benefit: Whenever you cast a prepared arcane spell from the conjuration (summoning) school that takes longer than a standard action to cast, reduce the casting time by one round (to a minimum casting time of one
standard action). Casting a spell in this way is taxing and requires a Fortitude save (DC 15 + spell level) to resist becoming fatigued.
would this be allowed by RAW? I am not first level, but the feat I will be retraining I did take at first level.

I'd think it might depend on whether the character only wants the benefit granted by the feat, or wants the benefit as well as the ability to call herself a graduate.
As a GM, I'd allow retraining as per normal rules, if the character was only getting the casting time benefit but not the title. If the character wanted to be recognized as an Acadamae Graduate by others, I'd allow retraining only after at least a month of accelerated training at the Acadamae (although I probably wouldn't charge more than the regular retraining cost). That would probably normally be possible only during a winter break (in my games, PC parties often take breaks during the winter due to weather).

As a GM, I'd be leery of allowing a feat to be retrained to one that adds backstory not matching a character's existing backstory, and a lot of those 1st level feats are backstory feats. This one is too, sort of, but it doesn't seem like one that couldn't become part of a character's ongoing development. Why should more skilled and experienced casters be forever debarred from a benefit available to someone fresh out of apprenticeship? Especially if they take the time to actually visit the Acadamae themselves?

I'd argue that "specialist wizard level 1st" only means "has to be a specialist wizard of at least level 1," not "can only be taken at level 1," in the same way that Power Attack's "Str 13" means "has to have at least Str 13" and not "has to have exactly Str 13."

That seems more reasonable. Aren't there feats that actually say "must be taken at character creation" or whatever? If so, this doesn't say that, so it shouldn't be an issue.

If that is so, that does seem to make the "Specialist wizard level 1st" language superfluous and a bit confusing. Unlike older versions of the game, in Pathfinder there are no 0-level characters, so any specialist wizard will be at least 1st level by default.

It wouldn't be the first time we included overly-redundant language in a book.
