PCs and Monster Feats (Flyby Attack)

Let me preface this by saying that it is my understanding that PCs may take monster feats, so long as the PC meets the requirements.

To what degree does a PC need to meet those requirements?

Specific example:

My draconic sorcerer would like to take Flyby Attack. The only requirement is a fly speed.
Is my sorcerer eligible for the feat:
A) at 7th level, when he gains Fly as a spell known?
B) at 11th level, when he gains wings as his 15th level bloodline power, because he is using a Robe of Arcane Heritage?
C) at 15th level, when he gains wings as a bloodline power, without the requirements of a magic item?


You'll need your GM's permission to take a monster feat, so as right away when you're considering the idea, not wait until later when you've been secretly planning on it for weeks or months.

My answer would be B) 11th level. I say 11 rather than 15 because any temporary bonus can be treated as a permanent bonus after 24 hours.

There is nothing RAW that prevents you from taking any feat in the Bestiary, that you meet the prerequisites for.

Disallowing you, is a houserule.

Excepting PFS, of course. But yes, those feats are generally available.

Regardless, the feat should be available at 11th level when you'd have a (relatively) permanent fly speed. You can use belts of dexterity to qualify for TWF, etc., so no reason to think the same shouldn't apply to Flyby Attack.

Can't use something like Cat's Grace for TWF, so you shouldn't be able to use a Fly spell. That's how I see it off the top of my head, anyway.
