Can a character use whirlwind attack on a mount under any of these conditions?
Not moving
Moving up to full speed
Running
Moving and attacking
Charging
After fast dismounting
If your mount moves more than 5 feet, you can only make a single melee attack. This would preclude making a whirlwind attack as its a full attack action.
So thats,

And that's why the Sohei dip was created, right?
Yes. But it's both something good and something a monk gains, so don't count on it lasting w/o some sort of massive, unnecessary nerf in the future.
I noticed the Sohei dip thing like two years ago but intentionally avoided mentioning it at all on these boards for at least a year out of a very deep, very justified fear Paizo would nerf the s**t out of it if they were aware.

Nope, whirlwind attack is a full-attack action.
That's not actually the reason why you can't. Mounted combat says you can't make more than a single melee attack if you mount moves more than 5 feet because you have to wait for the mount to reach your opponent. You and your mount share a separate pool of actions (just like a druid and her animal companion), so you and your mount do have the ability to both take full round actions in the same round, as long as they fall within the normal mounted combat qualifiers.

Never seen the Sohei monk before lol yeah that a bit much, Rangers can also get it at level 10 if combat style is mounted combat, 4 levels before any other class. with the exception of Sohei monk, can get it at what level 6. at 1st level Mount combat then Trick Riding, and trick riding at 2 and them mounted-skirmisher at 6.
