I was told a person has to have certain number of fame points in order to be able to buy lets say a wand of cure light wounds yet I've also been told that since its a level 1 spell that you can buy it at level 1 if you have the gold to buy it. I've a witch who has 2 games already done and has the gold but want to make sure if my witch can buy a wand of cure light wounds even though my witch's level is still level 1. So does anyone know if my witch can buy a wand of cure light wounds now or do you know how much fame my witch needs before I can buy the wand with my gold?

You need to download and read the FREE Guide to Pathfinder Society Organized Play, which covers this stuff.
But here's a summary of item purchases, since they are a bit confusing in how the Guide explains them. Basically, in order to buy an item (assuming you have enough money), any one of these three requirements must be met:
1. The item is on the "always available" list in the Guide. This includes almost all non-magic items (firearms are the only exception I can think of offhand), +1 weapons, +1 armor, +1 shields, potions of level 1 (or lower) spells, and scrolls of level 1 (or lower) spells.
2. The item has appeared on one of your chronicle sheets for an adventure you've played, which automatically makes it available for you. Some items have a limited quantity available that way, as noted on the chronicle on which they appear.
3. You must have enough fame to buy the item. The chart that says how much you can spend on a single item, based on your fame, is in the Guide to Organized Play.
So you cannot purchase a wand of CLW until you have enough fame, even if you have enough money. However, you can spend 2 prestige points to get any item worth up to 750 gp (which happens to be the exact price of that wand), without having to meet any of the above requirements. So any character with 2 prestige can get a CLW wand without spending any money, just the prestige points.
