The general procedure for getting into a game is to find a game in the Recruitment sub-forum and join it.
The Recruitment thread are generally started by someone who is willing to GM something (AP, Module, Homebrew). And they will list the character requirements.
Now this does not mean you'll get in immediately as there will be other applicants and the GM will select among them.
Sometimes a Looking for GM will work, but it generally only works for groups that lost their GM due to Real Life.
You'll also need to know how to make an alias, the PBP standards and the Formating codes for posts.
