You acknowledge the existence of the pantheon, but don't worship/observe/obey any of them = Pharasma judges you and sends you to whatever place appropriate. If you were a law-abiding altruist but didn't give a squat about Iomedae or Torag or whatever, you get sent to Heaven anyway.

You deny the existence of gods altogether = gloomy eternity of loneliness at the Boneyard for you.

IIRC, reincarnation/"please play again" is a common fate as well for both the faithful and not-so-much.

No more a "gamble" than going to Heaven or Hell.
