Okay, so a 1-2 module such as We Be Goblins can be played for credit on a level 2 character once and a level 1 character as many times as you wish. That much I get. But what about GM'ing it? Can you apply GM credits once to a level 2 character and as many times as you wish to level 1 characters as well (Therefore allowing up to 2 of your level 2's to get credit, one from playing and one from running, and the rest to level 1's)?

Well, here's the thing. The word on the street is that GM credit for a 1-2 Mod can only be applied to a level 2 character once. But if you look at the Guide ...
There is one exception to these rules: All Tier 1 scenarios and Tier 1–2 sanctioned modules are available for unlimited replay with a 1st-level character for credit. The sanctioned modules can also be played with a 2nd- level character once for credit. You may continue to replay the sanctioned modules with 1st-level characters after playing through them with a 2nd-level character. GMs can receive another Chronicle sheet each time they run one of the Tier 1 scenarios or Tier 1–2 sanctioned modules. No character can ever have two of the same Chronicle—the Chronicle must be applied to a different character each time.
... it doesn't actually say that.

It's under the Common Sense rule.
How so? What difference does it make which character a GM puts it on? The limitation is so people can't run their 2nd level characters through modules that are designed for 1st level over and over. The GM isn't assuming any risk either way, so the character he puts it on is totally irrelevant.
The language in the Guide is quite plain. GMs can rerun Tier 1-2 Mods for infinite credit. The level limitation is only listed under the player side of the paragraph. Unless and until someone actually amends that to include a limitation, I see no reason that a GM can't use repeated runs of, say, Accursed Halls, on several 2nd level characters.

This actually makes perfect sense as to why the PFS Guide is written as it is.

I agree it could be written better in the Guide to avoid misinterpretation, but from the discussions on this topic, the intention has always been:
Play for 2nd level credit once, play for 1st level credit many.
GM for 2nd level credit once, GM for 1st level credit many.
Anything else would be such a big departure from the established standards (the only way to get multiple credit above 1st level) that it would surely be called out clearly and specifically.

The additional rules for "we be goblins" makes that a bit confusing. The additional rules on the we be goblins purchase page says that it supersedes the guide in instances that the two documents differ.
"As always, each player may receive credit for each module once as a player and once as a player in either order."
Is this outdated, bad wording or does it really supersede the guide like it states?
