I'm making a stand up comic bard and i came across lingering performance feat which means that I can end my bardic performance and its effects last for two additional rounds after. Doesn't this just mean I have 3x the amount of bardic performances per day? I could conceivably tell a joke for one round, end the performance as a free action, gain the effects for the next two rounds while I take other actions and then repeat. It seemed totally OP to me. Or is it that you can take other actions but the two lingering rounds count against my # of performances per day?

You could conceivably have 3x the bardic performance. However, note that every three rounds, it will take a standard action to maintain. Normally bardic performance requires a standard action at the beginning and free actions to maintain.
It is a really good feat for low level bards.

It is as you thought it was originally.
Because after activating your performance, its a free action to maintain, which means you can perform other actions anyways.
Lingering performance just means you can extend your number of rounds of use per day without using up your rounds per day of usage.
But it really isn't overpowered all things considered.

Per Lingering Performance: "Any other requirement, such as range or specific conditions, must still be met for the effect to continue."
Which means that limits on rounds are still in effect when it lingers. The feat is designed to carry on bonuses (barring any other requirements, like rounds available) after you would normally cease your performance.
