ok these are my 2 questions:
1- is there anyway to make a char that uses 2 scimitar (two weapons fighting) and uses weapon finesse on them? (was kinda trying to make an elf 2 scimitar dancer)...
2-is it possible for someone to make a sorcerer dragon bloodline (with umbral dragon), or even maybe the linnorm bloodline variant that is based on umbral dragon?

1: Yes. Very Easily, by taking all the feats required, and meet the prereqs for those feats.
2: This depends if your playing PFS or a Home game. PFS, No. Home Game, depends on your GM.
I made a Sorcerer who took the Magama one, but I'm not allowed to spew a line of lava that does fire damage for an additional 2 rounds, then entangle.(sadly)
Though you could still take it, maybe, for PFS but be limited to a Cold Breath weapon the same shape as the Umbrals. Just not negative energy.
If this gets argued by one of the higher ups, In favor of negative energy, I'm going to be one happy camper. (LAVA HERE I COME)
Strangely it doesnt say in the Linnorm Bloodline how your choice effects your breath weapon that you'll get at 9th level. So i had to assume it was the same as my Linnorm I chose, save for the lingering Lava.
there might be some errata but I can't find it.
Edit: Forgot they weren't Light weapons, My bad. (man Dervish build sucks the first two levels then). Also I missed the Dervish Dance part. as he only said Dancer, but I should have assumed.

oh the reason to make a sorc like that it was to be story cohesice the drow matriarch is a sorc that venerates umbral dragons, but since i dont like the idea of she using breath attack i wanted to change her to use dark rays much cooler that way :P
and about the first question... plz teach me master which r the feats to make the 2 weapon scmitar fighter to use weapon finesse too? :P

Actually no this isnt possible without some houseruling, since scimitars are not normally finessable, and the only in print way to make them so, dervish dance, requires you to have one hand free.
To the OP, how far do you want to go for this because technically it is possible, but would require manipulating some 3rd party material in order to accomplish. (though the author of said material did sign off on the idea).
The Super genius games archetype the weapon champion from the genius guide to martial archetypes can do this. It can be added to any class by trading out a suite of abilities listed in the class.
The weapon champion chooses a weapon group from the fighter list. Say heavy blades (since you are going scimitars). All feats for one weapon in the group apply to every weapon in the group. At 2nd level you can add a new weapon to your group in addition to the standard weapons. So you could for instance add a short sword to your heavy blades weapon group. Short sword is a light weapon, you can take weapon finesse, and since it applies to one weapon in the group, it applies to ALL weapons in the group (including the scimitars). This would likewise apply to feats like weapon focus.
Mind you, you'd still be taking the -4 to both attacks for two weapon fighting with a one handed weapon in your off hand instead of a light one, but i guess if you are ok with that i can work.

Use small sized scimitars.
If that doesn't do it for you, this game is designed to be expandable using the concept of exception based rules. Expand the game by creating the rules resource you need to make it possible. You are not at the mercy of Paizo's game designers for the game you want to play.
I'm thinking that the 3.5 dervish prestige class does what as well, but haven't looked at it in a while.

If you take Exotic Weapon Proficiency Sawtooth Sabre, you can deal more damage when TWF and they get treated as light weapons when TWF. The only drawback i see is you have to take an extra feat and have a slightly smaller crit range.

Hmmm, you could enchant your weapons with "Agile Weapon", which allows you to deal bonus damage equal to your dex bonus, but only on finessable weapons... however this does not solve your scimitar problem.
Do you have to use scimitars? Shoot just use Kukris or Rapiers and call them Scimitars, use weapon finesse, enchant them with Agile Weapon, and you've got a killer combo.

I know I've probably messed up on the math somewhere but you get the idea. Fluff your kukris as Scimitars. Obviously I've assumed here that the Agility enchantment combined with weapon finesse and double slice allows you to maximize your offhand damage. If your GM disagree's, then the damage decreases.
You'll also notice that this build offers great damage, and you'll only need str 13 for PA if you even want it. The average AC at CR 8 is 21, so you'll be hitting 70% of the time at +14, and 45% of the time at +9.

I'm thinking that the 3.5 dervish prestige class does what as well, but haven't looked at it in a while.
This, it was doable in 3.5 via the prestige class 'Dervish' whose first level special abilities including "Slashing Blades" which allowed a Dervish to treat the Scimitar as a light weapon hence making it usable as an offhand weapon and with the TWF and the Two Weapon Defense feat trees.
PS: AFAIK the Two Weapon Defense feats don't appear in any PF material just 3.5's Complete Warrior.
