They are on top of class levels and separate from.
Mythic Paths do not require EXP to level up but rather GM Fiat.
Character Class Levels do still need EXP to level up per normal rules.
A party of 8th level Characters with 4th Mythic Tiers each is fairly potent and last I checked (this might change in the final product) was effectively APL 12 or so, meaning CR 12 encounters would be most appropriate. This will incidentally speed up the leveling process quite a bit if no other rules are enacted to slow down this process (the easiest idea being - Take the CR of the Creature (12 in this case) and subtract the party's Mythic Tier (4) to get a different CR of 8 and thus the EXP of a CR 8 thing)
So you do still gain Levels (Standard Classes and Prestige Classes) and your GM will pass out Mythic Tiers (In your Mythic Paths) as appropriate for the story.

Is there any talk in mythic about going beyond 20 without tiers?
Is PF capped at 20 in core or not?
PF at this time remains capped at 20 and it does not sound like Mythic Adventures is aiming to address post-20 at this time beyond the limited text given in the CRB. although with the addition of the tiers, it does effectively raise cap to a sort of 30.

I was sort of thinking of using this for post level 20 epic game.
I was going to adapt divine ranks, but this sort of went ahead and took care of that for me, which is awesome.
I actually think that mythic would work best if you don't wait for post 20, but interleave it with your progression at an appropriate point. Start at a designated level and award mythic tiers at suitable milestone intervals or after major campaign events.

The whole point of Mythic is you can add it in whenever it would suit your campaign.
You could conceptually make a low-level character with high Mythic Teirs, or weave Mythic tiers as you go so you cap at level 20 tier 10 at the same time, or one can use mythic tiers as Epic levels.
It's actually an ambious undertaking and so far I think it's well designed. I can't wait to see the finished product.
