Would being an Elf impact the DC to a Hex?

Elves receive a +2 racial bonus on caster level checks made to overcome
spell resistance. Does this apply to the DC of their Hex?

Most hexes are (SU) supernatural abilities... so the question is moot.. Hexes generally by-pass Spell resistance altogether.

"Supernatural Abilities: These can't be disrupted in combat and generally don't provoke attacks of opportunity. They aren't subject to spell resistance, counterspells, or dispel magic, and don't function in antimagic areas."

The DCs are Saving throw DCs, which are not "Caster level Checks" so, No, the Elven bonus does not make the Hexes more difficult to save against.

Spell Resistance and Save DC's are two different things. Spell Resistance applies to spells only. Hexes are supernatural abilities, so they aren't subject to SR.

As far as DC's go, being an Elf has no effect on them, besides the racial boost to Intelligence for determining the DC.

How about being a Dreamcaster Elf using the Slumber Hex? +1 to DC?

Hexes are not spells.

Even though some have effects similar to spells, they continue to not be spells.

Dreamspeaker Elves add nothing to Hexes.
