Argument about a magic weapon cost

So I am having an argument with one of my players about a magic weapon he is making. the weapons is a Heavy Flail with Impact and shock.

He is adding it up thus:
15 gp for the weapon
300 gp for the masterwork
2,000 gp for the +1 enhancement
8,000 gp for the Impact enhancement
2,000 gp for the shock
bringing to a total of 12315 gp

Now I don't think is fully right. I wanted to get another source of input. to put this argument to rest. Thanks for any help.

Making a common mistake. You are suppose to add all the +1/+2/ect up to determine the final plus and final price.

That is a +4 equivalent weapon costing 32K in magic alone. Plus the 15 base weapon cost and 300 for Masterwork.

To add to what Lambert said the price of the weapon is:

15 gp for the weapon
300 gp for the masterwork

a +1 enhancement
the Impact ability, that is a +2 enhancement
the shock ability, that is a +1 enhancement

That is a total enhancement of +4 costing 32,000 gp

And to add a bit more, when calculating the cost of adding an additional enchantment\enhancement, the character pays the difference of the total enhancement after the addition and the current enhancement level. So ultimately, even if the character would break up the enhancements listed above into 3 separate sections, he would still pay 32k gold total at the end of the day - 2k for the first +1, 16k for adding Impact, and 14k for adding Shock.
