Core Rulebook: Combat chapter: Full Round Actions: Full Attack wrote:
If you get more than one attack per round because your base attack bonus is high enough (see Base Attack Bonus in Classes), because you fight with two weapons or a double weapon, or for some special reason, you must use a full-round action to get your additional attacks.
Unless an ability VERY specifically says otherwise, you never get more than one attack without spending a full-round action.

There was a 3.5 feat somewhere that let you make two attacks as a standard action, one attack with each weapon.
The Two-Weapon Warrior fighter archetype gets this ability at 9th level.

True, but that archetype kind of sucks. But if someone really wanted that and the ability to dual wield one handed weapons and didn't care about overall power it would be worth it. If I really wanted to get multiple attacks often I would go with Mobile Fighter. At level 11 you can move and full attack.
I actually should have recommended it in my first post.
