Yes, we are currently soliciting Pathfinder Society Quests as an entry point into writing for the campaign. Please see our Open Call submission guidelines for more information.

The death of Kobold Quarterly necessitated a change of plans on our parts regarding the release schedule for Pathfinder Society Quests. We still plan to use them, but need to rework where and when they're released and how they're distributed. When we have more information, we'll be sure everyone knows.

I have to admit that I am very wary of submitting something at this point. Only one quest was published, and the magazine it was published in has ended. On top of that Paizo has been very, very busy, or at least everyone has been saying so.
So submitting, to me anyway, has no chance of my work being published because there have been no submissions published and there currently isn't a place for the submissions to be published.
I am hopeful that this will change soon with recent new hires and changes. I am looking forward to submitting, and want to do so, but I don't want to do so now and find out later that quests and submissions are not going to be published.

I just e-mailed the submission address last week to check on one of my submissions from January, and was told that they are definitely still planning to look through submissions, but they usually wait until they get to "critical mass" before they start attacking all of them. Honestly, it's still a possibility that they'll eventually get to them, but I think you may be better off submitting to a fan magazine or something directly at this point, if you just want to get it out there.

is it possible to submit material that ends up awarding PFS xp and a chronicle sheet, or is that too tied to season 5 secrets that its Paizo only?
The rules for Quests are pretty specific that no XP or gold are awarded on the chronicle. And it would be a bad idea to submit anything more than thematically connected to the season 5 metaplot, since that's surely already been laid out by now.

I am also interested in seeing if there is going to be a change in the PFS policy of vetting writers. I had communicated with Mr. Frost before he left, but that never went anywhere. I wrote over two dozen modules (various systems) for the RPGA and was professionally published. I can't seen going out and buying PF miniatures to write a single encounter which is unlikely to go anywhere.

You don't need to own the miniatures to incorporate the associated monsters/NPCs into an adventure. We publish complete lists of all figures in our pawns sets and Pathfinder Battles releases.
We are working internally on finding a new venue for Quests, and when we do, we'll make sure everyone knows about it. We're also getting very close to reaching a critical mass of submissions to justify reviewing them en masse to select those we feel are ready for publication. Further patience is appreciated from all authors.
