The Ring of Spellknowledge is CL 7, and its a 1,500 gp item.
For comparison a Tome of Understanding (to permanently raise wisdom) is a CL17 item, and it requires "Wish" or "Miracle" to create it.
Ok, so the roll to create is harder--a 22. What's the problem? If it wasn't so high, you could, very early on, create a page for every spell you might want just by adding 5 to a low DC.

I don't know if it's really intended, but it shouldn't be that difficult to achieve.
4 ranks, class skill, and 20 Int is +12 to spellcraft checks. Take 10 on crafting to hit the DC 22. If her Int isn't quite 20 yet, or you need to craft it with a missing requirement, there's always traits, feats, and gear.
Those items where they can affect all 9 spell levels tend to have a CL of 17. This is because the CL necessary for level 9 spells is usually 17, so they set the CL at the highest.
However, there's this FAQ about the pearls of power that you could apply to the situation.
Thanks Cheapy, that's very helpful. Still up to our GM of course, but it gives me something to show him.
It just seemed the bar was set a little high when things like belts of constitution +6 are only CL 8.
And only things requiring wishes or the like are CL 17.
