I have a Dhampir character now that only knows her mother died in childbirth, and she never knew her father. So the answer's up in the air, except the GM has eluded to a future plotline with a vampire villain.

I'm pretty sure the devs left it open so ppl could interpret it however they wanted.

Well, entirely seriously...

In Balkan legend, it isn't blood that the vampire is primarily after. It's either breath or intimate contact.
Most dhampirs are said to be born when a male vampire visits a woman in an incubus-like dream. In many cases, a dhampir is born when a man (a husband or lover) dies and becomes a vampire and continues visiting his wife or lover. Thus it may be that the damper specifically can happen when the vampire is freshly changed, rather than long dead.
Keep in mind that corpses become swollen and errr... virile from time to time early into the process of decay and hence the association with all this; plus it's pretty common for people to have dreams about dead partners.
