Recoiling vampires casting fireballs?

If a vampire is recoiling from a "strongly presented holy symbol" can it cast a fireball that hits the person with the holy symbol?

for ease of reference:
A recoiling vampire must stay at least 5 feet away
from the mirror or holy symbol and cannot touch or make
melee attacks against that creature. Holding a vampire at
bay takes a standard action.

according to what you've quoted, i dont see why not.

seems like an eminently suitable response - at least from the vampires point of view - to me.

Yes, nothing in that restricts the vampires actions beyond staying at least 5 feet away.

Notice he could also shoot the person presenting the symbol...

Normal spells except touch spells should work.
I could see them having a problem with gaze attack spells but RAW even those would work.

RAI or RAW I see no problems with this. It just can't get within 5 feet of the presenter.
