Shield Master (Combat)
Your mastery of the shield allows you to fight with it without hindrance.
Prerequisites: Improved Shield Bash, Shield Proficiency, Shield Slam, Two-Weapon Fighting, base attack bonus +11.
Benefit: You do not suffer any penalties on attack rolls made with a shield while you are wielding another weapon. Add your shield’s enhancement bonus to attack and damage rolls made with the shield as if it were a weapon enhancement bonus.
If yoy have a shield in one hand and a wields weapon in the other you really do not suffer any penalty to attack with the shield unless you are TWF.

Yes, it's intended to remove the TWF penalty when attacking with the shield.
People sometimes use it to fight with two shields, taking no TWF penalties with either of them. (Reading "another weapon" to mean a different specific weapon, rather than a different type of weapon other than shield)
Other people want that to mean all penalties, even ones from non-TWF sources. That's pretty clearly not how it's supposed to work.

Does this include the size penalty (say you are using a heavy shield and not a light one), do you get penalized for TWF while using a longsword and a heavy steel shield?
It depends on who you ask.
Personally, I think it's referring only to the two-weapon fighting penalties as shown on Table: Two-Weapon Fighting Penalties.
For example, if you have the TWF feat, normally a longsword (main) heavy shield (off) would apply -4/-4 to your attacks, and Shield Master would remove that penalty from the shield (but still apply -4 to your longsword).
If you were using a large light shield, you would have an additional -2 penalty for using a weapon not sized for you, and Shield Master wouldn't remove this penalty.
Others, who use it to remove all penalties, would remove all penalties from every source, including those from using an incorrectly sized weapon, shaken, dazzled, broken weapon, etc.
