If a character has Magical Lineage (-1 metamagic spell level), when creating a Wand of Magic Missile customized with Toppling Spell (+1 metamagic spell level), is the cost of the wand based on Level 2 spells (Magic Missile + Toppling Spell) or Level 1 spells (Magical Lineage dropping the metamagic level boost)? I was siding with Level 1, since I imagine the caster is casting the spell as part of the creation ritual, at which point it is a Level 1 spell. Thoughts?

I'm sure that someone knows the RAW interpretation of why that doesn't work, so I'll leave it to someone else to post that.
Just for my purposes, though, if I were DMing and one of my players wanted to do that I would say that it would count as a level 2 spell. Magical Lineage is a very good trait as is, and traits are supposed to be less powerful than feats. To allow a level 1 toppling magic missile wand makes the trait far more powerful than it should be, so I'd rule against it.

If you can craft them for 375gp, then any other party can buy them for 750gp. With Toppling Magic Missile wands costing the same as regular Magic Missile wands, nobody would bother with regular Magic Missile wands.
The same is true of every spell. Regular non-metamagicked versions of wands will be completely redundant because somewhere out there, someone has Magical Lineage with that spell and is selling metamagicked versions for the same price. Why have a wand of cure light wounds when the same price buys you a silent wand of cure light wounds? Why take a regular wand of fireball when you could get a selective one at no extra charge?
Magical Lineage doesn't let you make cheap supercharged spell trigger items.
