1pt mount
2pt flight
4pt Large
These are most basic evolutions you would need for a flying eidolon. Since you have 14 points to spend, there are any number of things you could try.
My personal recommendation would to multi-class. Taking a single level of fighter or cavalier to gain proficiency with armor and weapons. So, my build would be
Fighter 1/Summoner 9
Base form: quadruped.
1pt mount
2pt flight
4pt large
1pt claws
2pt rake
1pt pounce
2pt grab
This would give you a slow, but powerful drake/griffon style mount. Another possibility is to change out some of the attack evolutions, perhaps grab or rake, for some additional flight speed. The two points spent on grab could give you +40 for a base fly speed of 80.

Would i be lossing much dmg by going a small person?
Im not sure if we would have to be indoors or not, and want him to be able to go anywhere...
Also kinda wanted him to look like this...

Also How does combat work with Mount?
I know:
You Use Your mount speed and movement togo
Then you use your lance as part of a charge for double dmg.

Really depends on what you're using to deal damage. Small lance in 1d6 in stead of 1d8, but since a lot of damage comes from abilities, feat, spells, etc, it is really up to you.
If you are small, you mount can be medium size, which make indoors more viable. Also, for two more points in flight the flight becomes magical with perfect maneuverability, very useful for indoors.

Consider that with a strength penalty and only a 3/4 bab, you may want to skip the power attack and concentrate more on hitting and doing some damage than missing with hopes of so called big damage.
I have been interested in trying a small sized pf with an eidolon mount myself but all the small races(in he ARG at least) just don't fit well with a lancer build. They almost always have one stat at best for a summoner lancer and often at least one or both stat bumps in a near totally useless lancer/summoner design and no good abilities for the combat style either. If you wanted to do a mounted archer, there are plenty of small races with a dex bonus that would work at least a little better but that is also a hard road to climb. Summoners with no bonus feats are starving for them.
I look forward to how this thread develops.

If you have the freedom, use the ARG to custom create a small size race that works very well as a summoner on a eidolon mount.
Examples:
Small size with 20 feet movement is not a problem because you are using the mounts movement rate. Take a speed reduction to get a bonus race building point. Now with 15 speed or even only 10 in medium or heavy armor if you ever learn it is no longer an issue because you are still using the mount's speed.
This reduction in speed can make summoners, Druids and cavaliers common adventuring classes to the race. Not sure paladins would fit in the same way since they do not get the special mount until level five but he could just buy riding dogs untill then.
You could use this common weakness to justify why all the members of the race start with a bonus feat like skill focus riding. You could go for something more combat sexy like mounted combat but I would call that really cheesy. You do not expect everyone in a society to be able to afford a war trained mount. They may not even be able to all afford riding dogs trained only for riding and not combat.
Making a custom race will allow you to choose stat boost that work well for summoners. I hate how dame many ARG races are dex/wis based, not good for a summoner lancer at all.
