I want to combine the metamagic effect Elemental Spell with Vampiric touch. I believe RAW I am good, but have I missed something?

Elemental Spell
You can manipulate the elemental nature of your spells.
Benefit: Choose one energy type: acid, cold, electricity, or fire. You may replace a spell’s normal damage with that energy type or split the spell’s damage, so that half is of that energy type and half is of its normal type.
Level Increase: +1 (an elemental spell uses up a spell slot one level higher than the spell’s actual level.)
Special: You can gain this feat multiple times. Each time you must choose a different energy type.

Or the Dragon is a cub.
But back on topic, I wonder if the RAI were that you can make Elemental only a spell that already deals elemental damage of some kind. Or, in other words, that you can replace an existing element with another and nothing more (although, balance-wise, I think there's nothing wrong in the other version).
Also, I wonder what would happen to the damage of an Elemental Prismatic Wall and, given its nature, if it could be made elemental at all.

How would you reduce the level increaset to 0?
Probably with the Magical Lineage magic trait.

There are traits that modifies metamagic spells, namely magical lineage and wayang spell hunter.
Vampiric touch is a great spell for tank arcane spellcasters with spell perfection. Good damage dealing and reliable self healing.
If you're a wizard trying to cast vampiric touch on a dragon, something's already gone horribly wrong! :)
If I'm a touch spec tank sorcerer I can use the free additional x1.5 damage that convert into temporary HP.
