Permanency is not on my spell list, and a wizard cannot make See Invisibility permanent on someone else. I must do the following:
1. Acquire s scroll of Permanency, written by a wizard of 10th level or higher.
2. Read the scroll; presumably the Read Magic cantrip would suffice.
2a. If the cantrip does not work, make a UMD check to decipher the writing.
3a. Ensure that my intelligence is at least 15; a headband would certainly suffice, but perhaps the spell Fox's Cunning would work.
-OR-
3b. Emulate the necessary intelligence with a UMD check.
4. Cast the spell by reading the scroll. This would require another UMD check.

As using permanency has a material cost that change depending on the spell made permanent I, as a GM, would require you to order and purchase a scroll made expressly to make see invisibly permanent.
See invisibility 10th 5,000 gp (material cost)
If the scroll wasn't made on purpose you would have to pay the highest material cost: 22.500 gp.

Read magic would work.
Since the spell is not on your spell list you would have to emulate the caster level with UMD, and use UMD to emulate the ability score.
A scroll of Fox's cunning would not work. You must have a bonus to your score in place for 24 hours before it is considered to take full affect temporary bonus don't actually raise your ability score. They only provide certain benefit.
Ability Score Bonuses
Some spells and abilities increase your ability scores. Ability score increases with a duration of 1 day or less give only temporary bonuses. For every two points of increase to a single ability, apply a +1 bonus to the skills and statistics listed with the relevant ability.
Intelligence: Temporary increases to your Intelligence score give you a bonus on Intelligence-based skill checks. This bonus also applies to any spell DCs based on Intelligence........Permanent Bonuses: Ability bonuses with a duration greater than 1 day actually increase the relevant ability score after 24 hours. Modify all skills and statistics related to that ability. This might cause you to gain skill points, hit points, and other bonuses. These bonuses should be noted separately in case they are removed.
In short your ability score is not really increased so you can't cast the spell.

Yeah, I had assumed that I would have to find a wizard willing to write the scroll, and pay a whole lot of gold. By the time I can afford to do this, our RotRL campaign might be over.

Do you have a wizard friend that can cast magic jar and then possess your body? He can cast permanency while his soul is in your body and then you will have see invisibility when he leaves. Nothing I can find says that this wouldn't work. It would be cheaper than the scroll (450 gold for magic jar and 450 for permanency plus the other fees you already have to pay).

Because:
1) All Wizards have Scribe Scroll. Sorcs....not so much.
2) A wizard having permanency isn't a stretch. A Sorc having permanency is a unlikely.
But, if it works for your campaign's NPCs, go for it.

It can be made by a wizard and you can use your charisma to read it the same.
Scrolls
* The spell must be of the correct type (arcane or divine). Arcane spellcasters (wizards, sorcerers, and bards) can only use scrolls containing arcane spells, and divine spellcasters (clerics, druids, paladins, and rangers) can only use scrolls containing divine spells. (The type of scroll a character creates is also determined by his class.)
* The user must have the spell on her class list.
* The user must have the requisite ability score.
As pointed out Permanency is both in the wizard and sorcerer spell list, so you can use either intelligence of charisma, independently from who wrote the spell.
There is not a "sorcerer arcane scroll" and a "wizard arcane scroll".

The Summoner could cast Magic Jar directly (it's pretty good for combat and out of combat uses.
