There aren't any in the Pathfinder core rulebook or APG, and I know in general the designers tend to avoid creating items that grant feats. Those who collect the setting lines can speak to that.
That said I have seen in various games and modules items, usually swords, that grant it as a feat. But I unfortunately cannot cite a source for you. My favorite iteration was--I think this was in a D&D video game, honestly--a pair of short swords that when wielded together, granted TWF. Since you needed them both for the feat, it seemed pretty balanced while allowing a cool ability.
I'd discuss with your GM about creating a custom item with a similar idea.
That said, if you really want TWF, there are great advantages to investing in the feat so you can also qualify for the feats that tree off it, which an item won't allow you to do. It's worth it to try to build up to 15 Dex or take 2 levels of Ranger.
And of course Ultimate Equipment is coming out in a couple months, so if you don't find what you're looking for now, wait and see if it supplies what you need.

Most races can help you there, Tengus are proficient with all sword-like weapons (which includes the double-bladed sword), half-orcs treat double orc axes as martial, half-elves can trade the skill focus for an exotic or martial weapon proficiency of their choice.
Doesn't matter if you are proficient with it, you still take the penalties for TWF if you don't have the feats. Frankly, I've never seen much of a benefit from using a double weapon except for RP value.

^ Depends on the weapon, but all the uses generally avoid TWF. Exploiting the ability to wield one one handed but lose use of the other side allows you to have a one handed reach weapon with Kusarigama gives you a one handed reach weapon (Debatably, Scorpion Whip when also proficient with whip can but that is 2 feats for non-Bards). Non-combat classes can stick passive enchantments on each end for cheep. Only use I can see that actually uses the TWF abilities is if you have spell casting, as it lets you free action to use it one handed, cast with your now free hand, and free action to use it two handed, but TWF's few practical uses don't mesh with casters (if Assassin wasn't inexplicably nerfed it would be useful for that).
For OP: With 3.5 stuff, Gloves of the Balanced Hand from MIC grant or ITWF if you have it (but not greater TWF if you have ITWF).

Some of the options of the orc weapon expertise are quite nice.
And the only weapon you can use it with at the moment is the orc double axe.
