No, you'd need wish, miracle or something on that basis.
As to the second part, it's a case by case basis. If the final type is "Native Outsider", regular raise dead will work. If you're turned into a true outsider the way the Planar Oracle is, it will not. Certain classes will also list their own exceptions.

Can you do it?Say a 20th level monk or a 20th level Undead Sorcerer with the "One of Us" ability. Can they still be brought back from the dead using traditional means or not?
Does this apply to other characters that have been able to alter their base creature type from a "regular" humanoid type?
In the case of Monks and Undead Sorcerer: Yes, they can be brought back as normal.
Why? A) Because the Monk ability flat out tells us so. B) Because the Undead Sorcerer doesn't change type, but simply is seen as undead by undeads, and gets some bonusses similar to undeads.
Does it apply to others? Depend on the manner of their change. If they truly has changed type to undead or outsider(non-native) then they are out of luck.
